Government of Nepal (Allocation of Functions) Rules,
1996 has outlined the following related functions
and responsibilities under the purview of the Ministry
of Home Affairs:

- Licensing and regulation of arms and ammunitions.
- National Investigation Dept.
- Control of explosives.
- Supervision, control and expulsion of foreign
citizens.
- Traffic control.
- Control of Government vehicles inside the
valley.
- Registration of associations/organizations.
- Local administration.
- Citizenship
- Migration and Immigration
- Pilgrimage and Pilgrims
- Welfare and unattended properties
- Control of lottery, gambling etc.
- Control of public nuisance, alcohol, public
offences.
- Disaster management.
- Declaration of public holidays, public ceremonies
and issuance of notice for official attendance
(Urdi)
- Control on raising public fund.
- Decoration and medals.
- Refugees.
- Zonal and District headquarters and their
boundaries.
- Fire Brigades.
- Narcotics control.
- Market control and fairs.
- Supervision international border and renovation
of border pillars.
- Research and development in the field of Local
Administration, Nepal Police and Prison administration.
- Supervision of Government buildings located
at the district and the zones.
- Adoption by foreign citizens.
- National and international conference related
to the Ministry of Home Affairs.
- Subjects related to Election Commission.
- Control of women trafficking and smuggling.
- Conflict Management.
- Other residual functions not specified for
any other Ministries or Department.
